This legislation marked the beginning of the <strong>cannabis prohibition<\/strong>although it does not directly prohibit it. So what exactly did this law say and what were its consequences? Here's how.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-cd5f9082e0baa00dabc88978a64d479b\" style=\"color:#457b4b\"><span class=\"ez-toc-section\" id=\"Le_contexte_historique_du_Marijuana_Tax_Act\"><\/span>The historical context of the Marijuana Tax Act<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-e8484dde9f5ea5502ad72e96d33c0180\" style=\"color:#457b4b\"><span class=\"ez-toc-section\" id=\"Une_montee_des_tensions_autour_du_cannabis\"><\/span>Rising tensions over cannabis<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">In the 1930s, cannabis became the target of a vast <strong>misinformation campaign<\/strong> orchestrated by influential figures and government institutions. This period saw the emergence of an alarmist discourse associating cannabis consumption with <strong>criminal behaviour<\/strong>juvenile delinquency and a lack of <strong>threat<\/strong> for American society.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Harry J. Anslinger<\/strong>then Director of the Federal Bureau of Narcotics, played a key role in this project. <strong>anti-cannabis crusade<\/strong>. It relies on sensationalist stories and biased testimonies to convince public opinion and legislators that cannabis is dangerous. The aim was clear: to drastically reduce the use of cannabis while giving legal legitimacy to this approach.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-66a8f6cc90d8e006c8e765cc829b49c0\" style=\"color:#457b4b\"><span class=\"ez-toc-section\" id=\"Les_dispositions_principales_du_Marijuana_Tax_Act\"><\/span>The main provisions of the Marijuana Tax Act<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\">Le <strong>Marijuana Tax Act <\/strong>required that :<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>All cannabis-related transactions go through a system of <strong>expensive licences<\/strong>.<\/li>\n\n\n\n<li>Unregistered users or producers will be liable to <strong>severe criminal penalties<\/strong>.<\/li>\n\n\n\n<li>A <strong>prohibitive tax<\/strong> is applied at every stage of the production and distribution chain.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">These constraints made the use and cultivation of cannabis almost impossible.<\/p>\n\n\n\n<h2 class=\"wp-block-heading has-text-color has-link-color wp-elements-e3ceef2e9caa1c8b0a6269d296eba5a2\" style=\"color:#457b4b\"><span class=\"ez-toc-section\" id=\"Les_consequences_de_cette_loi\"><\/span>The consequences of this law<span class=\"ez-toc-section-end\"><\/span><\/h2>\n\n\n\n<h3 class=\"wp-block-heading has-text-color has-link-color wp-elements-62ed4f5b975e42bdd79f3bddc3720a8e\" style=\"color:#457b4b\"><span class=\"ez-toc-section\" id=\"Un_impact_sur_le_chanvre_industriel\"><\/span>Impact on industrial hemp<span class=\"ez-toc-section-end\"><\/span><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Although distinct from psychtropic cannabis, the <strong>industrial hemp<\/strong> has also been affected by this law. Its production, which is essential in sectors such as <strong><a href=\"https:\/\/cannavie.be\/en\/hemp-textile-ecological-revolution-fashion\/\" target=\"_blank\" rel=\"noreferrer noopener\">textile<\/a><\/strong> or the <strong><a href=\"https:\/\/cannavie.be\/en\/hemp-insulation-sustainable-solution-house\/\" target=\"_blank\" rel=\"noreferrer noopener\">construction<\/a><\/strong>has fallen considerably. Farmers, already under economic pressure, preferred to abandon this crop rather than face <strong>costly regulations<\/strong> and heavy. This drop in production has had a negative impact on the supply of <strong>raw materials <\/strong>for industries that used <strong>hemp<\/strong>. This has often forced them to turn to less sustainable alternatives such as cotton or synthetic fibres. The Marijuana Tax Act has contributed to a <strong>demonisation<\/strong> hemp. This film, produced by the US Department of the<strong>Agriculture<\/strong>was designed to encourage farmers to grow hemp, a plant that has been illegal since the famous&nbsp;<em>Marihuana Tax Act<\/em>&nbsp;in 1937. <\/p>\n\n\n\n<p class=\"wp-block-paragraph\">After the attack on <strong>Pearl Harbor<\/strong> In 1941, the United States entered the war and was faced with a major challenge. <strong>fibre shortage<\/strong> essential for producing <strong>cords<\/strong>straps <strong>parachutes<\/strong> and various military equipment. With hemp production in the Philippines and the East Indies under Japanese control, and jute imports from India severely restricted, the country had to <strong>find a solution<\/strong>. <a href=\"https:\/\/cannavie.be\/en\/hemp-textile-ecological-revolution-fashion\/\" target=\"_blank\" rel=\"noreferrer noopener\">Sails, ropes and&nbsp;<strong>textiles<\/strong>&nbsp;have depended on hemp for centuries.<\/a>&nbsp;In response to this urgent need, the US government is launching a campaign to <strong>promoting home-grown hemp<\/strong>This was particularly true in states such as Kentucky and Wisconsin. Growing hemp became a patriotic act, temporarily decriminalised to support the war effort.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the 1960s and 1970s, voices were also raised to denounce the injustice of this law, notably through movements for the <strong>decriminalisation of cannabis<\/strong>.
